Discussion:  The Chairman called the meeting to order at 6:56 pm

Discussion:  Chairman Linda Fisher called for a moment of silence.

Discussion:  Board member Mark Dely led the Pledge of Allegiance.

Discussion:  Board member Ken Hoover recommended to move Miscellaneous Budget Amendments FY 15-16 #s 35, 36, 37 and 38 from Board Action Item 10.A to Consent Agenda Item 9.A Board member Lisa Parker recommended and made a motion to remove item 10.C Tuition from the Agenda.

Discussion:  STUDENT RECOGNITIONS Recently, our schools have been notified of three extraordinary students’ accomplishments on the 2015 TCAP Writing Assessment. Students in the fifth grade are required to read two non-fiction texts and then synthesize an essay that effectively compares the two texts based on a prompt. Our students and teachers worked very hard in preparation for this assessment. Three students in our district achieved a perfect score. Along with a congratulatory letter from TN Commissioner of Education Candice McQueen, each student also received a certificate of achievement signed by Governor Bill Haslam. In her letter, McQueen cites that these children were “one of few” across the entire State to earn this honor. From Dogwood: Charlotte Glenn and Ethan May From Farmington: Will Bostic STAFF RECOGNITIONS: A "LEAD" Teacher is school based to provide additional support to the rest of the faculty for PD, DATA Analysis and Evaluations. The following LEAD Teachers were recognized, -Tammy Wilson, LEAD Master Teacher at Farmington Elementary School -Mary Lirette, Instructional LEAD Teacher at Dogwood Elementary School -Karen Barbieri, PD LEAD Teacher at Riverdale Elementary School - Keri Eldridge, DATA LEAD Teacher at Houston Middle School -Evie Wright, LEAD PD Teacher at Houston High School Other Staff Recognitions: Cyndi Flores, Bus driver of 30814 Bus with Durham Services, Farmington Elementary School was recognized for her "above and beyond" caring nature for the kids that ride her bus.

Discussion:  Board member and TLN Representative Natalie Williams thanked the GMSD Board, Legislators, Houston High School and Aramark for making the legislative send off breakfast a grand success. She gave updates on the following, -appointments with legislators for Day on the Hill February 16, 2016 in Nashville -Legislative Agenda being sent to Commissioner Mark Billingsley -GMSD subscribing to a service with daily updates from TN Legislature, sharing this service with the other municipalities - State Voucher bill by Senator Kelsey, currently in committee for vote -Considering a resolution to waive TN Ready scores from teacher evaluations for 2 years, reference from Knox County Schools

Discussion:  Chairman Linda Fisher announced that the GMSD Board would continue to use the services of the Parliamentarian Ms. Betsy Landers during the Business Board Meetings in future. She briefed on the Legislative Breakfast held at Houston High School attended by all Legislators and other municipal school boards.

Discussion:  Chief Financial Officer, Kevin Jones presented the Financial reports and statements ending 12.31.2015

Discussion:  Superintendent Jason Manuel gave briefed on the 2016-2017 ACT Awareness Initiative Data Sheet. He discussed the highlights of the district's most recent ACT Successes of GMSD having the highest ACT composite score (24.1)in the state of Tennessee. He gave updates on the upcoming ACT Awareness day, March 8, 2016.

Discussion:  Architectural Engineer, Steward Smith presented to the Board, the changes, updates, "alternates" and the tentative timeline of the Riverdale expansion-

Discussion:  1. Tim Folse, 8543 Washington Way, Germantown TN 38139, spoke in appreciation of the achievements of the Houston Middle School Band Program. 2. Mindy Fischer, President of the Germantown Municipal Council PTA, 8221 Beaufort Cove, Germantown TN 38138, on behalf of the PTA Board, thanked the Board members of the Germantown Board of Education for their effort, support and voluntary hours towards of the success of the District.

Discussion:  The Board discussed the Bonus/Loyalty pay for the School based teachers and staff and commended the District Administration for uplifting the morale by rewarding and appreciating the employees.

Discussion:  Board Member Mark Dely made a motion to postpone the decision until further research was completed. The Motion failed due to the lack of a second. The Board and the Superintendent discussed the process of planning and finalizing that had undergone for the past ten months.

Discussion:  There was no new business to be discussed at this time.
