1. Revision of HR Policy 5.3051 Temporary COVID-19 Leave after one reading
Recommended Motion(s):  Motion passed: I move to waive the second reading and adopt the revision of Policy HR 5.3051 Temporary COVID-19 Leave, after one reading, passed with a motion by Board Member #1 and a second by Board Member #2.
2. Annual Review and Revision of Policies - First Reading
Rationale: 
Instructional Policies with no revisions recommended at this time:
IP 4.300 Extracurricular Activities
IP 4.301 Interscholastic Athletics
IP 4.302 Field Trips, Excursions, Competitions
IP 4.407 School and System Websites
IP 4.602 Honor Roll, Awards & Laude System
IP 4.603 Promotion and Retention

IP 4.605.1 High School Diplomas - We do not have a separate policy for this - It is combined with our policy 4.605 Graduation Requirements

 
 
 
Instructional Policies with proposed revisions:
 
IP 4.406 Use of the Internet is now replaced with two New Policies IP 4.406.1 Employee Use of the Internet and IP 4.406.2 Student Use of the Internet

Rationale for changes: Our current policy needs to be updated to align with the TSBA model administrative practices to cover areas required by law as well as provisions that are best practices.  The Use of Internet policy is better suited for splitting it into use for Employees and use for Students.

 
IP 4.600 Grading
Rationale for changes: 
Page 4, Line 26: The state now references these as Industry-Aligned Certification courses rather than Capstone.
Page 4, Lines 40-43: removed all caps - not needed for emphasis; the attendance criteria for exam exemption is no longer applicable (it is only based on grades), so the religious holidays and post-secondary travel days are irrelevant.
Page 5, Lines 8-18: HHS no longer calculates class rank and the weighted GPA scale shown is no longer applicable.
Page 6, Line 3 chart: Same reason as Page 4, Line 26
 
IP 4.605 Graduation Requirements
Rationale for changes:
Page 1, Line 14:  TN SBE High School Policy 2.103 states that all high school students must take and pass a United States Civics Test in order to meet the Social Studies course credit requirement to earn a regular diploma.
Page 2, Line 32:  Taking and passing the US Civics Test also applies to students on the AAD track.
Page 1, Line 13: Suspend ACT and SAT examination requirement for Class of 2021(page 1, line 13) based on feedback from the state department:
"Since the ACT requirement in 11th grade was waived for 11th graders in 2019-20, those students who are now seniors should not have diplomas withheld because they missed this opportunity.
Public Chapter 652 of 2020, was the law that waived the various assessment requirements in the spring of 2020 in response to COVID-19. This law also amended the requirement contained in 49-6-6001 that 11th grade students take an assessment of postsecondary readiness to state that this requirement was waived for any student in the 11th grade in the 2019-20 school year. These students are presumably now seniors this year. Because our State Board graduation requirement for students to take the ACT in 11th grade rests on the requirement contained in 49-6-6001 and because that requirement was waived for 11th grade students in 2019-20, we consider the ACT graduation requirement for students who were in the 11th grade last year to also be waived."
 
 
IP 4.700 Testing Programs
Rationale for changes:
Page 2, Lines 2, 5, and 11: remove the school year 2018-2019, as it is too specific to only one school year
We recommend suspending the portion of IP 4.700 for 2020-21 that pertains to the TCAP exams counting in students' grades (page 2, lines 3-16 on the attached policy), as explained by TSBA :
"During the special legislative session, the General Assembly passed legislation allowing local Boards to choose a weight for all TCAP exams to be included in a student's final grade from a range of 0% - 25%. If your Board would like to take advantage of this ability, we recommend suspending that portion of your current policy 4.700. Suspending board policy instead of revising it would eliminate the need for the Board to change this percentage in policy 4.700 again in the future."
 
3. Miscellaneous FY 20-21 Budget Amendments # 26 through 30
4. Amendment Number One for Transportation Contract Extension with Durham School Services
Recommended Motion(s):  Motion passed: I move to approve Amendment Number One to the existing Pupil Transportation Services Agreement with Durham School Services and authorize the Superintendent to execute the Amendment, passed with a motion by Board Member #1 and a second by Board Member #2.
5. Dogwood Outdoor Classroom
Recommended Motion(s):  Motion passed: I move to approve bid #FY2021-04 for the construction of an outdoor classroom at Dogwood Elementary School in the amount of $107,993 and award the bid to B&B Specialty Contractors and authorize the superintendent to execute the contract, passed with a motion by Board Member #1 and a second by Board Member #2.
6. Renewal of Dental, Long Term Disability and Basic Group Life Insurance
Recommended Motion(s):  Motion passed: I move to approve the Renewal of Voluntary Dental Insurance with Delta Dental and Renewal of Voluntary Long Term Disability Insurance and Basic Group Life Insurance and AD&D with Dearborn, passed with a motion by Board Member #1 and a second by Board Member #2.
Rationale:  GMSD Human Resources Department's recommendations for Dental, Long Term Disability, and Basic Group Life Insurance providers for the GMSD School Board's approval:
  • Delta Dental for Dental Insurance
  • Dearborn for Long Term Disability Insurance
  • Dearborn for Group Life Insurance and AD&D
