3. TEACHER HEARING

Discussion:
Kevin Alexander, Chairman read how the process of the hearing was to happen for the Board Members, Braoity Ross, Teacher at North Side High School and Dale Thomas, JMCSS Attorney. Kevin Alexander, Chairman of the Jackson-Madison County School System, asked for a motion, a second and a vote to formally adopt these rules for the tonight's proceedings. Wayne Arnold made the motion and Janice Hampton seconded the motion. The motion was unanimously approved by the Board. Braoity Ross represented himself during the Hearing for (15) fifteen minutes to the Board. Board Members were able to ask questions to Braoity Ross concerning the situation. Dale Thomas, JMCSS Board Attorney, represented the Administration for (15) fifteen minutes. Board Members were able to ask questions to Dale Thomas concerning the situation. During the deliberation time, the Board Members were allowed to express any feelings, observations, or opinions during this time. Wayne Arnold made a motion to proceed with making a final decision tonight and seconded by Shannon Stewart. The motion was unanimously approved. |

4.A. ACTION TAKEN BY THE JMCSS BOARD MEMBERS FOR TEACHER DISMISSAL

Discussion:
Doris Black made a motion for Braoity Ross to have a long term suspension and counselor and Morris 2nd the motion. Morris Merriweather moved to amend the original motion to a suspension starting June 20, 2019 for a one year along with a certified counselor and seconded by Janice Hampton. Dr. Eric Jones will need to report the action of Braoity Ross to the State of Tennessee as a long term suspension for the system of Jackson-Madison County. The action was taken on the motion to amend the original motion is as follows: Arnold=N Black=Y Campbell=N Hampton=Y Johnson=Y Massey=N Merriweather=Y Stewart=N Alexander=N The motion failed with a 5-4 vote. The action taken on the original motion from Doris Black for a long term suspension is as follows; Arnold=N Black=Y Campbell=N Hampton=Y Johnson=Y Massey=N Merriweather=Y Stewart=N Alexander=N The moti0n failed with a 5-4 vote. Shannon Stewart made a motion that the recommendation of the the hearing officer is upheld and that Mr. Ross is terminated effective immediately. Wayne Arnold seconded the motion. Arnold=Y Black=N Campbell=Y Hampton=Y Johnson=Y Massey=Y Merriweather=N Stewart=Y Alexander=Y The motion passed with a 7-2 vote. Chuck Cagle, Counsel for the Board, stated that pursuant to the provisions of law and of Rule 0520-02-03-09 of the State Board of Education, Dr. Eric Jones, Director of Schools is hereby directed to report the action of the board of education terminating Mr. Ross to the State Board of Education for any license action, up to the including revocation, as the State Board may deem appropriate.
