4.A. Board Appreciation Recognition

Discussion:

In honor of Board Appreciation Week, Superintendent Mayo presented board members with a token of appreciation for their continued support to ACS schools, administration, staff and student. A Facebook video was shown in honor of each board member.
On behalf of the schools, DES Principal, Dr. Jill Hodum, expressed gratitude to board members for the support and commitment provided to the administration, faculty, staff and students of ACS. Each board member received a certificate of donation in their honor as well as, a cupcake from Crave.

7.A. Chairman's Report

Discussion: Chairman Williams:

Welcomed opinions from board members on TSBA leaving NSBA
Form coalition of local municipals regarding the withdraw from NSBA
Dr. Viox provided the following:
- Overview of association between TSBA and NSBA; ideology is not aligned with Tennessee needs
- NSBA is in debt (spending practices not acceptable)
- NSBA provided no support to TSBA
- TSBA Board of Directors meeting to discuss, February 15, 2021
- TSBA will be providing more legislative workshops to support LEA's

7.B. Superintendent's Report

Discussion: Superintendent Mayo:

2nd Semester Learning Model/Platform
- enrollment update for online students
Employees continue to work hard to make this school year work with many obstacles
COVID case numbers on downward trend
Health Department Directive #17 provided to board members
Vaccination Update
- MOU (to remove any barriers once vaccine is available) being drafted on behalf of the Municipals
Special Legislation Session
- Produced bills that could impact the district and will determine which path the district will take
- High level overview will be reported by Ms. Speakman during her report.
STEM Hub Tour
- AHS received media coverage as well as a letter from Senator Mark White.
- Private tours with local industries are being planned.
Budget
- Planning for 2021-22 budget is in on schedule.
- Board encouraged to submit any request to be included.
ESSER Funds
- Utilize funds within the scope of allowable expenditures
2022-23 Instructional Calendar
- Survey closed
- Responses being reviewed
- Selected calendar will be submitted in February or March for board approval
Graduation
- Meeting tomorrow with Ms. Chisum and Ms. Dixon
- Goal is to have in-person graduation

General Assembly Special Session highlights
- Funding Bill
  - Pertains to providing some funding for the legislation that passed during the special session from current State funds.
- Learning Loss Bill
  - Bill based on the perception that students have experienced learning loss since March of last year when COVID struck. Additionally, extends to the notion that if students are not proficient in English Language Arts by 3rd grade, measures, including but not limited to retention need to be implemented.
    - What is an After-School Learning Mini-Camp?
      - Begins summer of 2021 (1 hour/4 days a week)
      - Overview provided of camp requirements
    - Learning Loss Bridge Camp
      - Begins summer of 2021 for 4 weeks (4 hours/5 days a week)
    - Summer Learning Camp (priority students)
      - Conducted in the summers following the 2020-21 and 2021-22 school years
      - Camps: 6 weeks (4 hours/5 days a week)
    - Learning Loss Bill (ELA)
      - Requirements regarding ELA beginning with the 2022-23 school year
- Accountability Bill
  - How student growth data will affect teacher evaluations. Hold harmless.
- Literacy Bill
  - Foundation literacy skills instruction means an evidence-based method of teaching students to read that includes phonemic awareness, phonics, fluency, vocabulary, and comprehension that enables students to develop reading skills.
- General Assembly
  - Reconvenes February 8, 2021
  - Other education related legislation will be considered
  - Governor will present 4% increase in the instructional component of the BEP in his budget.
