6.A. Discussion Regarding Washington County Funding
Discussion:
Mr. Tim Belisle noted that Washington County Commission approved the funding plan for the new Jonesborough School. This includes a Thirty-four year lease at $32,000,000 bond issuance with an athletic facility lease comprised of a ten year term for $500,000 a year. The Washington County Commission also passed a resolution declaring their intent to work with Johnson City and provide funds to the needs of the school system. The next Washington County Commissions meeting is scheduled on Monday, November 25 at 6:00 p.m. Mr. Jonathan Kinnick commented that many residents do not fully understand the ramifications. When Boones Creek School was built, Washington County bonded $17,000,000. Therefore, Johnson City received $8,000,000 and Washington County received $9,000,000. The new school was built with a estimated cost of $28,000,000. Thus, $20,000,000 was paid in cash. Johnson City should have received $18,000,000. Again, Washington County will bond $32,750,000 and Johnson City should receive $30,000,000. Therefore, Johnson City will not receive their share an estimate of $48,000,000. Residents of Johnson City pay the same County taxes. Students of Johnson City are not any less important just because they live in Johnson City. Capacity is an issue for Johnson City Schools. Johnson City needs at least $23,000,000 to replace Towne Acres. Dr. Steve Barnett noted that he will attend the next HEW Committee on November 7 to discuss the needs of the school system. Mr. Belisle asked all to attend the Washington County Commission Meeting on November 25.

Discussion:
Dr. Steve Barnett noted that Johnson City is in the process of hiring architects for South Side, Woodland and Lake Ridge. Capacity is an ongoing factor.
