1. CALL TO ORDER AND PURPOSE OF MEETING

Discussion: Executive Order Number 65 issued by Governor Bill Lee the Johnson City Board of Education Meeting will meet in special session on Friday, December 18, 2020 at 8:00 a.m.

1.A. Appearances Before the Board

Discussion: Mrs. Kathy Hall opened the meeting and turned it over to Ms. Lee Patterson. Ms. Patterson discussed the policy 1.404, Appearances Before the Board and the proposed changes approved by TSBA. Ms. Patterson noted that Board Meetings are not open forums, nor a legal requirement to allow speakers. Ms. Patterson also suggested to add additional options to the Appearances Before the Board Form regarding the Relationship to Johnson City Schools, such as current resident or bona fide property tax payers. Dr. Ginger Carter and Ms. Kathy Hall both agreed that speakers would only list their address on the form and not announced during the meeting. Ms. Patterson commented that the updated form will be posted on the website. Ms. Patterson also reminded the Board that the policy 1.600, Policy Development and Adoption allows the Board to vote and waive the second reading and take immediate action.

Motion to approve the 1.404 policy as amended with the first reading placed on the January 4 BOE Agenda. With a motion by Mr. Robert Williams and a second by Mrs. Beth Simpson, the motion passed.

Recommended Motion(s): Motion to Adjourn. With a motion by Board Member #1 and a second by Board Member #2, the motion passed.
