1. CALL TO ORDER AND PURPOSE OF MEETING

1.A. Discussion regarding the proposed inter-local agreement between the City of Johnson City and Washington County.

Discussion:

Mr. Pete Peterson, City Manager for the City of Johnson City provided an update of the inter-local agreement and its provisions

Washington County has approved the agreement
The Agreement is for the County to provide the City $500,000 annually for 25 years for the funding of School Capital Projects
The City would agree not to sue the County for the payment period only in regards to the Jonesborough School Project.
Payments start after the Jonesborough School is completed. If the Jonesborough School project does not happen, the agreement void.
The $500,000 will be used to pay bond payments (principal and interest) issued by the City for School Capital Projects.

1.B. Discussion regarding a resolution

Discussion: Ms. Hall asked to wait to discuss the issue with the City Commission at their Agenda Review Meeting on Monday, March 2^nd. Ms. Hall also stated that while she does not the agreement to go forward, she would still like to discuss with the City first.

Motion 1 failed:

Recommendation to find a resolution by asking the City not to approve the inter-local agreement and to file suit against Washington County. With a motion by Mr. Jonathan Kinnick and a second by Mrs. Paula Treece, the motion failed.

Recommended Motion(s): Motion to Adjourn. With a motion by Board Member #1 and a second by Board Member #2, the motion passed.
