2. 1.701 School District Planning

Rationale:
TSBA updated this policy to align with changes to State Board of Education Policy 2.101. The State Board of Education policy outlines the necessary components for both district-wide and school-level plans. TSBA recommends that boards update their policies on this to help ensure that these plans are developed in line with the updated requirements. |
3. 1.901 Charter School Applications

Rationale:
The Tennessee High Quality Charter Schools Act requires local boards of education that authorize charter schools to adopt certain policies and practices. The State Board of Education is tasked with approving the standards that local boards must abide by. These standards are covered in the State Board's Policy 6.111 Quality Authorizing Standards.

4. 3.212 District Water Testing

Rationale:
Public Chapter 977 requires every board of education to develop a policy on reducing potential sources of lead contamination in drinking water in public schools. This law goes into effect on January 1, 2019. It requires that all school facilities built before January 1, 1998, be tested at least every two years and contains reporting requirements. TSBA created a new policy, 3.212, to address this topic and meet the requirements of state law.

5. 4.206 Homebound Instruction

Rationale:
Previously, state law only addressed homebound instruction for pregnant students. Public Chapter 625 mandated that LEAs expand these programs to cover all students who qualify for homebound instruction. As a result, the State Board expanded its rule to encompass all students that may be eligible for this program based on a physical or mental condition. The State Board also included a new requirement that students be absent for 10 days in order to qualify for this instruction. Accordingly, TSBA updated this policy and re-titled it (previously "Special Programs").

6. 6.200 Attendance

Rationale:
Due to changes to State Board of Education Policy 4.100, the excused absences list in model policy 6.200 has been modified. College visits and school-sponsored activities are no longer excused absences; instead, those students may now be counted as present.

7. 6.2001 Attendance During Post-secondary Visits

Rationale:
To count a student present for missing a school day to take a college visit, State Board of Education Policy 4.100 requires that boards adopt a policy allowing students to participate in these type of visits. New TSBA model policy 6.2001 aligns with this new requirement. |
8. 6.709 Student Fees and Fines

Rationale:
This policy was approved with changes during the August board meeting. The reason we're bringing it back is to eliminate statements on page two; these statements were previously deleted from another policy but not this one. This is just a "clean up."
