Discussion:
The Bedford County Board of Education met in a regular monthly session on May 21, 2026 at 6:00 pm at Harris Middle School, 570 Eagle Blvd., Shelbyville, TN. Board members Glenn Forsee, Michael Cook, David Brown, Dan Reed, Andrea Anderson, Barton Williams, Shanna Boyette, Brian Crews and Lana Craig were present. Chairman Michael Cook called the meeting to order, followed by a moment of silence, and the Pledge of Allegiance led by Millie Lawell, a student at Harris Middle School. |

Discussion:
Awards were given to the valedictorian and salutatorians from Shelbyville Central High School. Cascade High School and Community High School.

V.B. Community HIgh School Wrestling Recognition
Discussion:
Isaiah Beech and Owen Williamson from Community High School were presented certificates for their achievements in wrestling at the state level.

Discussion:
The Community High School Cross Country team were given certificates for their achievements at the state level.

V.D. CTE and GEAR-UP Update - Lori Sexton
Discussion:
Lori Sexton gave a presentation on the GEAR Up program and also gave an update on the CTE program. She showed a short video and had a PowerPoint presentation for the Board.

VI.A. 2026-2027 Budget

Discussion:
This budget includes a 5% raise for certified and classified employees plus step increases. Two million dollars from debt services will be used for the New Central Office renovation, $2 million for computers, $700,000 for buses and $1 million for other capital projects. Motion was made by Glenn Forsee and seconded by Brian Crews. A roll call vote was taken. There was a disclosure statement* for the board members to read who have a conflict of interest. 1st district David Brown voted yes, 2nd district Brian Crews voted yes, 3rd district Dan Reed read the disclosure statement and voted yes, 4th district Lana Craig voted yes, 5th district Michael Cook read the disclosure statement and voted yes, 6th district Andrea Anderson read the disclosure statement and voted yes, 7th district Barton Williams read the disclosure statement and voted yes, 8th district Shanna Boyette read the disclosure statement and voted yes, 9th district Glenn Forsee read the disclosure statement and voted yes. Motion was carried with a 9-0 vote.

VI.B. Human Resources Payment Write Off Request
Action(s):

Discussion:
This request is related to paid parental leave. This employee was paid for parental leave, the state did not tell us until toward the end of the leave that she did not qualify. We did not want the employee to be penalized. We have taken steps to insure that this does not happen in the future and we are asking for the request for this write off to be approved. Motion was made by David Brown and seconded by Barton Williams. Motion was carried with a 9-0 vote.

VI.C. Bid 26-22 24/7 Virtual Tutoring and Mentoring Services for Middle and High School Students (Grades K-12)

Discussion:
This is paid for through the GEAR Up grant. We are recommending to go with Student Success Agency as they are the low bidder. Motion was made by Dan Reed and seconded by Brian Crews. Motion was carried with a 9-0 vote.

Discussion:

Discussion:
Robert Daniel explained this was comparing this year to last year at this same time.

Discussion:
Terise Rhodes handed out 2 sheets. One was our numbers as of today and the other was a projection for next year. Kindergarten enrollment is lower than this time last year and there has been an increase in homeschool enrollment.

Discussion:
Mr. Cook announced the next board meeting will be June 18th at 6:00 at the Central Office.

VII.E. Superintendent's Report
Discussion:
Dr. Garrett read a letter to the board that she has written regarding her upcoming retirement. It was a very heartfelt letter of gratitude to all BCS employees and students.
Mr. Cook then asked each board member if they would like to say anything to Dr. Garrett. Each on them spoke on the great job she has done, what a difference she has made to them and their gratitude for her. A plaque was then presented to Dr. Garrett that read "In Recognition of 5 Years of Dedicated Leadership as Superintendent of Bedford County Schools, presented to Dr. Tammy Garrett, A Legacy of Positive Change, Innovative Programs and Genuine Care for Students and Staff." A gift was also given to her from the Board. The meeting ended with Bro. Glenn Forsee asking Dr. Garrett and Mr. Harwell to stand in front of everyone as he said a prayer of blessing over both of them. |
