I.A. Call to Order
Discussion:
The Bedford County Board of Education met in a regular monthly session on January 15, 2026 at 6:00 pm in the Board of Education Central Office located at 500 Madison St., Shelbyville, TN. Board members Michael Cook, Glenn Forsee, David Brown, Dan Reed, Andrea Anderson, Barton Williams, Shanna Boyette, Brian Crews and Lana Craig were present.
Chairman Michael Cook called the meeting to order, followed by a moment of silence, and the Pledge of Allegiance led by James Jordan and Jaselyn Jordan who are students at Community Elementary School. |

Discussion:
Mr. Cook announced that there will be a special called meeting on January 22, 2026 to decide the next step to fill the upcoming open position of Superintendent of Bedford County Schools. He also recognized the group from Leadership Bedford that were in attendance.

BCEA President Nakisha Williams-Bey gave a short statement on how much she appreciates the Board for all they do for our students and all the time that they put in for the school system.

VI.A. SCOPE Representatives

Discussion:
Glenn Forsee, Barton Williams and Lana Craig volunteered to go to SCOPE on March 3rd held at Belmont University. Motion was made by Brian Crews and seconded by David Brown. Motion was carried with a 9-0 vote.

VI.B. Vestibules Update

Discussion:
Dr. Garrett asked for permission to get started on the vestibules at Thomas Magnet, Shelbyville Central High School, Community Elementary, and Middle, Cascade Elementary and Middle, Liberty, Eastside, and Eakin. There will also be 2 new doors at Shelbyville Central, we will have to bid out the other 5 sets and also to upgrade any cameras that they have down. Starting with the county schools first because of the response time of the Sheriff’s Department to get to them if needed. The whole project will cost around $1.4 million. (It was asked about portable metal detectors. Dr. Garrett said they are looking into it. One set costs $22,000. These could be moved to different locations at the school for various events.) Motion was made by David Brown and seconded by Shanna Boyette. Motion was carried with a 9-0 vote.

VI.C. Copier Contract - 60 months agreement

Discussion:
This would include Canon copiers, on the state contract, for the Superintendent’s office, the Special Education Office and the Instruction Office. Motion was made by Shanna Boyette and seconded by Barton Williams. Motion was carried with a 9-0 vote.

Discussion:
Nothing unusual to report. It was asked about how much was rolled over from the 24-25 budget. Dr. Garrett explained they have been back and forth with the auditors to finalize the paperwork. Mr. Daniel will get those numbers and email them to the board members as soon as he receives them. Motion was made by Brian Crews and seconded by Shanna Boyette. Motion was carried with a 9-0 vote.

Discussion:
This report is the same as the monthly report and goes to the commission. Motion was made by Shanna Boyette and seconded by David Brown. Motion was carried with a 9-0 vote.

VII.A. Monthly Tax Analysis
Discussion:
Nothing out of the ordinary to report.

|
VII.B. Attendance Report
Discussion:
Terise Rhodes reported we are down a little over 200 from last year. We will have approximately 90 early graduates for December. Mrs. Rhodes was asked to find out what the early graduates were pursuing after graduation. If it is college, trade school, or the workforce and send that out to the Board in the Director’s Update. Dr. Garrett will look into possibly having a graduation ceremony in December. She will also send them the per pupil expenditure that the state now reports out.

VII.C. Executive Committee Report
Discussion:
Mr. Cook announced about the special called meeting on January 22nd , the next board meeting will be February 19th, the Legislative and Legal Institute is February 16 and 17, SCOPE is March 3rd. He announced some special days coming up such as Read Across America Week will be March 2nd through the 6th.

Discussion:
Dr. Garrett reminded everyone that school will be closed next Monday for Martin Luther King Day. She also gave a shout out to the schools that got A’s, B’s and C’s on their state report grade.

VIII.A. Additional Acknowledgements
Discussion:
It was asked of Mr. Harwell if he could give a report on the effect of the block scheduling at the high school level. Mr. Harwell said it’s working and the response has been positive. The data shows that it seems to be working and we’re able to increase our CTE opportunities and every teacher at the high school level gets planning every day. That’s one of the most popular things with teachers.
