Chairman Michael Cook called the meeting to order, followed by a moment of silence, and the Pledge of Allegiance lead by Blakelynn Hill and Ella Hill who are students at Cascade Elementary School.

Discussion:
Carol Garrette could not attend the meeting. Mr. Cook stated the Good News Report was in their folder and the report was also on the website.

V.A. SCHS AV Students
Discussion:
SCHS AV Students - Neil Gordon introduced the video title "Gratitude" that was produced by his students. The video was then played for the board members. These character development videos are sponsored by Cooper Steel and they go out to all BCS students monthly.

VI. ACTION ITEMS

VI.A. 2025-2026 School Calendar

Discussion:
Changes to note on the calendar are October 23rd will be a parent/teacher conference only day and not doubled up as a staff development day also. Students will finish on the Friday before Memorial Day and the day after Memorial Day is for staff only. Also, we have some teachers that live in Rutherford County and asked if our Spring Break could line up with Rutherford County’s Spring Break so we made sure we did that. Motion was made by Glenn Forsee and seconded by David Brown. Motion was carried with a 9-0 vote.

VI.B. SCHS Supplement Request

Discussion:
This request is for a strength coach, it will run through our Finance office with all benefits covered. Motion was made by Barton Williams to approve and a second was by Shanna Boyette. Motion passed with a 9-0 vote.

VI.C. Athletic Lights

Discussion:
This is for athletic lights at every high school. We saved $2.4 million on Cartwright Elementary and Dr. Garrett has worked with Robert Daniel to get approval to pull that money and fund the athletic lights. There were two bids, one from Energy Systems Group and one from Musco Sports Lighting. Musco is the low bidder and also has a better warranty. They will be able to start in January and finished before April. Motion to approve made by David Brown and seconded by Dan Reed. Motion passed by a 9-0 vote.

VI.D. Administrative Offices Relocation to Old TCAT Building

Discussion:
Asking approval to begin the transition plan for the Central Office and Maintenance to the old TCAT Building. The new TCAT building should be ready by the Fall of 2025. The plan is in phases and will begin in 2026. Motion to approve by Glenn Forsee and seconded by Shanna Boyette. Motion carried with a 9-0 vote.

VI.E. Policy 3.215 Board Inspection and Acceptance of New Facilities

Discussion:
This is a new policy that is needed and is for new buildings and additions. Motion was made to approve by Dan Reed and seconded by Barton Williams. Motion carried with a 9-0 vote.

VI.F. November Monthly Financial Report

Discussion:
Robert Daniel was not in attendance but Mr. Cook talked with him about the report and everything looks to be on point. Motion to approve by Brian Crews and seconded by Andrea Anderson. Motion passed by a 9-0 vote.

VII. REPORT ITEMS

VII.A. Monthly Tax Analysis
Discussion:
Mr. Cook stated that tax collections are a little up across the board.
|
|
VII.B. Attendance Report
Discussion:
Terise Rhodes gave a report on the homeschool numbers. She gave the board a copy of the report that she sends in twice a year to the state. She went over the report and explained what each category meant.

VII.C. Budget Development Report
Discussion:
This is an annual report to the board.
|
|
VII.D. Cartwright Numbers
Discussion:
This is a report to inform the board on the final numbers for the Cartwright Elementary School building.

VII.E. Executive Committee Report
Discussion:
Mr. Cook announced the next board meeting will be January 16th at the Central Office. He also stated that Pat Marsh and Shane Reeves will be at the February meeting to give a legislative update. Mr. Cook wants to hold a closed meeting in January to discuss school safety. The Legislative and Legal Institute will be February 10 and 11 in Franklin. Lieutenant Tony Barrett was in attendance. Mr. Cook recognized him for his 46 years at the Sheriff’s Department and his time as SRO for the school system. He is retiring in January.

VII.F. Superintendent's Report
Discussion:
Dr. Garrett announced the Tennessee Department of Education report card grades for the schools. We have 4 A’s (Cascade High, Cascade Elementary, Cascade Middle and Thomas Magnet), 2 B’s ( Community Elementary and Community High), 5 C’s (Community Middle, Shelbyville Central High, Eakin, Eastside and Harris Middle), and 3 schools with a D (Learning Way, Liberty and Southside). Dr. Garrett also wished everyone a Merry Christmas and Happy New Year!
