4.4. Acceptance of Report Required by Policy 3.204

Description:
Per Policy 3.204 - Threat Assessment Team, a report is required to be provided to the Board of Education at least once per quarter listing the total number of incidents reported to state and local law endorsement agencies requiring notice to parent(s)/guardian(s) for the respective quarter, as well as for the year to date.

4.6. Approval of Harbor Freight Tools for Schools Grant

Description:
It is recommended the Board approve a one-time grant from Harbor Freight Tools for Schools, LLC. The competitive grants are to purchase tools and equipment to expand the offering of the Electric Vehicle Maintenance class at Dobyns-Bennett High School. There are five awards available at $100,000 each and twenty awards available at $75,000 each.

4.7. Approval of Honors and Advanced Placement Courses for SY 2026-2027

Description:
Dr. Brian Cinnamon, Chief Program Officer-Curriculum & Instruction, has provided a list of Honors and Advanced Placement courses for the 2026-2027 school year. Although there are no new courses for the 2026–2027 school year, the Board of Education shall annually approve the list of honors and Advanced Placement courses that are offered.

5.1. Approval of Textbook Recommendation

Description:
Dr. Brian Cinnamon, Chief Program Officer-Curriculum & Instruction, will present a list of textbooks and instructional materials recommended for adoption. This year's adoption is for Lifetime Wellness and Career & Technical Education (CTE) advanced manufacturing and engineering resources. The textbook/resource selecting committees were facilitated by Dr. Brian Cinnamon and Nathan Bailey, CTE Associate Principal.
The committees recommended the following textbooks and instructional materials for 9-12 grade students:

5.2. Approval to Purchase Band Uniforms

Description:
David Frye, Chief Finance Officer, will present a recommendation to purchase band uniforms for Dobyns-Bennett High School. The total purchase price is $93,850.00 using BuyBoard Contract 773025. Funding will be from the General Purpose School Fund.

5.3. Approval to Award an Agreement for the Request for Proposals for Customized Bencmark Assessment Program to Instructure

Description:
Mr. Frye will present information regarding the Request for Proposals (RFP) process for a Customized Benchmark Assessment Program for Kingsport City Schools. Four proposals were presented on March 4, 2026, for further consideration. A committee comprised of teachers and administrative staff performed a formal evaluation of the proposals based on the criteria included in the RFP. The committee recommended Instructure (Mastery Connect), for an amount not to exceed 98,209.00.
Funding is budgeted for this purchase in the FY2027 General Purpose School Funds. |

5.4. Approval to Award Bid for Robinson Middle School Fire Alarm Replacement Project

Description:
Mr. Frye will provide bid information for the Robinson Middle School Fire Alarm Replacement project. There were two bids received on April 8, 2026, with Building Systems Technology (BST) being the lowest compliant bidder. Funding for the project will be from the Robinson Fire Alarm Project GP2602.
It is recommended to enter into a contract with Building Systems Technology (BST) for a base bid amount of $173,726.32. The total cost of the project will be $192,836.64, including a Holston Engineering fee of $8,686.32 and a 6% contingency tee of $10,424.00.
