VIII.B. Consideration of Approving Purchase of 5 Axis CNC Milling Machine for GTC
Speaker(s):
Aaron Flanery
)
Rationale:
Origin:
__ Topic presented for information only (no board action required) _X_ Board review required by: _X_ State or federal law or regulation __ Board of Education policy Other: __________________________________________ _X_ Action requested at this meeting __ Action requested at future meeting: _______________ (date) Previous Review/Action: _X_ No Previous board review/action __ Previous review/action date: ________________ action: ________________________________________________ Background Information: Back in October of 2022, two representatives, Mrs. Kim Harris and Mrs. Joannie Harmon, IAMCI-The Composites Institute visited the Greene Technology Center to learn more about GTC’s Machine Tool program’s operations and capabilities. During this visit, Mrs. Harris and Mrs. Harmon informed Mr. Elliott GeFellers, GTC’s Machine Tool instructor, and Mr. Aaron Flanary, Principal, that they were visiting educational facilities across the state representing a partnership group called IACMI-The Composites Institute, which is made up of industries, universities, national labs, federal, state and local governments. Their mission is to share resources to accelerate the development & deployment of composites, and grow America’s machine tool training capabilities. The Department of Defense, because of pandemic, has declared machine tool technology as a national security concern. The DOD is also helping provide funding to IAMCI for machine tool equipment through these partnerships. One of their partners is a group called ACENet, developed by the University of Tennessee’s Dr. Tony Schmitz (creator of UT’s Machine Tool Research Lab), and their aim is to train and provide opportunities for development of machine tool professionals. Mrs. Harris and Mrs. Harmon informed us that ACENet and a company out of Knoxville called Collaborative Composite Solutions Corporation (CCS) is wanting to partner with five educational institutes across Tennessee and plans to purchase and place a 5-Axis CNC Milling machine at five facilities. Fast forward to February 2023, Mrs. Harris informed Mr. GeFellers and myself that GTC had been selected as a potential partner. However, we would need to plan, recruit, and deliver a successful five-day machine tool boot camp to high school students in the summer as a qualifying event for final consideration. Additionally, Mr. GeFellers would need to attend ACENet training sessions in Knoxville at the University of Tennessee’s Machine Tool Research Lab. Mr. GeFellers attended all training and also did a fantastic job executing a very high-quality boot camp during the first week of June 2023. In March 2023, Mrs. Harris shared a memorandum of understanding with Mr. GeFellers and myself laying out the specifics that the Greene Technology Center had been selected to be a hosting partner and would be receiving the 5-Axis CNC Milling machine as part of a reimbursement program from the federal government. After several months of reviewing and editing the MOU, we finalized an agreement in November. As a side note, the Greene Technology Center was the only high school selected by ACENet and CCS to be awarded this amazing opportunity. Since the process began in October 2022, GTC was the first and only high school to be partnered with IACMI/ACE/University of Tennessee as a high school embedded program. For example, a short list of schools that are also partners are University of Florida, Texas A&M, Marshall University, NC A&T, and Pellissippi State. Summary of Major Elements: The Agreement between ACENet/Collaborative Composite Solutions Corporation (CCS) and the Greene Technology Center that provides reimbursement funding for the purchase of a 5-Axis CNC Milling Machine. The Greene Technology Center received one bid during the bidding process and that came from the Haas Factory Outlet. The Agreement provides a reimbursement up to $149,424 for the purchase of a 5-Axis CNC Milling Machine. The bid from the Haas Factory Outlet came in at $144,383.57. If approved, the target date to seek reimbursement will be February 20, 2024. Director of Schools' Recommendation: Approval Impact on Resources: No impact, GTC will be reimbursed for the purchase of the milling machine per the MOU.
