6.a. Policy 1.901 Charter School Applications - Review
Rationale:
TSBA recommends deleting policy 1.704 and replacing it with this updated and renumbered version. This is part of a new series of policies on charter schools that will be numbered 1.900-1.906. New state laws, Public Chapters 307 and 361, increase the charter school application fee and create an authorizer fee starting in the 2018-2019 school year. This information has been added to the renumbered policy.

6.b. Policy 4.700 Testing Programs - Review
Rationale:
This policy has been updated in response to State Board of Education Policy 2.103, which now requires LEAs to include additional information in their assessment policies. Specifically, this policy requires that local policies include "information on how each locally required assessment complements and enhances student instruction and learning and ... how [it] serves a purpose distinct from state assessments." This information must also be included in the student handbook, or other policy guidebook, and posted online. Additionally, based on feedback from districts we modified the TNReady and EOC score weighting information to provide clarity. Every system handles this differently, and this makes it clearer that the board can insert district specific information about how these scores will be incorporated into student grades in accordance with state law and SBOE policies/regulations.
We realize that this policy has been changed multiple times, but this is due to revisions made by the State Board and changes from the General Assembly. Over the past year, the State Board of Education has made changes to this policy several times, and we want to make sure that districts have all the information they need to keep this policy updated accordingly. We have included links to these legal changes below.

6.c. Policy 6.2011 Voluntary PreK Attendance - Review
Rationale:
TSBA created this new model policy for districts that have a voluntary pre-kindergarten program. This policy is necessary in order for districts to comply with the terms of the state grant.
