Rationale:
The Textbook Adoption Program in Tennessee is on a 6-year contract period. Three years ago, the State Department of Education rearranged the adoption cycle. This change meant that some subjects would remain on the adoption for 9 years instead of the normal 6-year period. Due to this change with the State Department, decrease in enrollment, and subjects that are no longer offered, Sullivan County now has an abundance of textbooks that are no longer needed.
