7.a. Policy 6.405 Medicines - Review on 1st Reading
Rationale:
This policy was updated to reflect the creation of a new chapter in Title 49. The new law allows students with pancreatic insufficiency or cystic fibrosis to self-manage their medication. The recommended policy allows the director of schools to develop administrative procedures to implement this new requirement.

7.b. Policy 2.800 Expenditure of Funds - Review on 1st Reading
Rationale:
Each district is responsible for ensuring they have policies and procedures to determine whether expenditures are an allowable use of federal funds. The modification to model policy 2.800 requires the director of schools to comply with all rules and regulations and implement federal grant expenditure procedures. The federal rules and regulations found in 2 C.F.R. 200 can be modified and included in your administrative procedures.
Each district must also comply with applicable methods and procedures for payment to minimize the time that elapses between the transfer of funds and disbursement by the district, in accordance with the Cash Management Improvement Act at 31 C.F.R. Part 205. This policy change requires the director of schools to implement procedures to meet this requirement.

7.c. Policy 2.805 Purchasing - Review on 1st Reading
Rationale:
Districts must maintain conflict of interest standards of conduct covering conflicts of interest and governing the actions of its employees engaged in the selection, award and administration of contracts. This policy recommendation requires district employees to meet the conflict of interest requirements of 2 C.F.R. Part 200. It also explicitly requires that the director or designee ensure expenditures of federal grant funds are allowable and the time between transfer and disbursement of funds in minimized which is also addressed in the recommended change to 2.800.
