2. Acknowledge Donation

Rationale:
The Town of Chapel Hill has donated a car to Spot Lowe Vocational Center's automotive class. Since the donation does not create an ongoing expense, the board does not have to make a motion to accept; while this donation does not need board approval, policy dictates the donation be publicly acknowledged.
Discussion:
Ms. Abernathy publicly thanked the Town of Chapel Hill for the donation of a car to Spot Lowe Vocational Center's automotive class.

3. Honor Students and Teachers

Rationale:
We are honoring the winners of the LMS National Geographic Bee, the winners of the MCEA District Spelling Bee, and the system's Teachers of the Year. Geo Bee FYI - LMS teacher Melanie Wiles, who oversees the annual Geo Bee, stated they went through the entire booklet provided by National Geographic and couldn't knock anybody out. "Columbia State's Aubrey Flagg had to come up with tiebreaker questions to FINALLY eliminate one contestant to get a winner! Davis and Jacob kept going for about 50 more questions after we declared Laramie the winner. ALL THREE WERE BIG WINNERS! They impressed everyone in the crowd! I was so proud of all of them!"Following his win on the local level, Laramie took a written test in an attempt to qualify for the state competition. Ms. Wiles received written confirmation last Wednesday that Laramie will compete on the state level in Nashville on April 5. "We have had bees the past 10 years at LMS," Ms. Wiles stated. "We have taken students to the state 7 of those years."
Discussion:
The winners of the LMS National Geographic Bee and the MCEA District-wide Spelling Bee were honored, as well as the system's Teachers of the Year.

Discussion:
There was no MCEA report; however, MCEA President Nicky Randolph took the opportunity to thank the board for allowing her to attend a recent teacher recruitment fair.

7.1. 3.202 Emergency Preparedness Plan

Rationale:
In light of the tragedies at Sandy Hook Elementary School in December, this policy recommendation is a small step towards improving the preparedness of students and staff through a requirement for an annual safety drill for armed intruders. Current law requires three annual safety drills in addition to the monthly fire drills, and this recommended policy focuses one of these three on armed intruders.

7.2. 5.113 In-Service and Professional Learning Opportunities

Rationale:
TSBA recently worked with a division within the State Department of Education on updating this policy, which was formerly entitled "In-Service and Staff Development Opportunities." Besides the change to the title, the policy was updated to mirror the current federal and state standards. In addition, this updated policy lists the standards as adopted by the State Board of Education rather than simply referring to them by name.
The highlights on the MCBOE policy indicate portions that appear on our policy and not the TSBA policy. The highlights on the TSBA policy indicate changes on the TSBA-proposed policy. |

7.3. 6.201 Compulsory Attendance Ages

Rationale:
With legislation enacted last year, the dates for which a child must be five years old to enroll in kindergarten have changed. With the 2013-2014 school year, a child must be 5 on or before August 31st, and with the 2014-2015 school year and all years thereafter, a child must be 5 on or before August 15th. As you'll see in the policy, parents of students who will turn 5 on or before the prior cutoff date of September 30th may request that their child be enrolled, and this process is outlined in this policy.

Rationale:
This scoreboard was purchased by Sundrop several years ago; Sundrop doesn't want it back. The City of Lewisburg has expressed an interest in it. The board needs to declare the scoreboard surplus, then agree to donate it to the City of Lewisburg.

A Cut Above, the low bidder, has Toro and Scag equipment, with a 60" zero turn. He employs two to mow and one to weedeat. Insurance is on file in the Central Office.

Rationale:
The attached "Request for Use of School Facilities" forms do not need board approval; the facilities are being used by not-for-profit organizations. The requests were accompanied by a Certificate of Liability Insurance (on file in the Central Office). The request made by employee Billy Bateman does not require proof of insurance. The school principals and Director Jackie Abernathy have approved the requests.
